Over the past month, the most popular slogan in Nigeria has been ‘my oga at the top’, a meme generated from the ill-fated interview granted by Mr Obafaiye Shem, the former Lagos State Commandant of the Nigerian Security and Civil Defence Corps (NSCDC), to Channels Television during its breakfast show on March 6, Comedians and musicians can’t crack a joke or sing a line without referring to it. T-shirts, baseball caps and movies have been inspired by it. Worst of all, the unfortunate man was replaced last weekend, all for the mistake of not knowing his organisation’s website! Thursday, February 20, Shem Obafaiye [Credit; Ministry of Interior] Shem Obafaiye, the Nigeria Security and Civil Defence Corps (NSCDC) officer famous for my Oga at the top mantra, has been promoted as deputy commandant general. The photo of Mr Obafaiye being decorated by Interior Minister Olubunmi Tunji-Ojo went viral on Friday, two days after he and two other officers were promoted. Sharing the photos of Mr Obafaiye and two other officers on Wednesday, the Ministry of Interior in a tweet said, As the chairman of the Civil Defence, Correctional, Fire and Immigration Services Board (CDCFIB), the minister, @BTOofficial, decorated the three new deputy commandants general of the @official_NSCDC today. Over a decade ago, Mr Obafaiye became popular when he said, My oga at the top in an interview with Channels TV. Asked about the website of the NSCDC, Mr Obafaiye said, “Hmmm, the website is, excuse me, my Oga at the top knows the website.” He again cleared his throat and said: “My Oga at the top is working on the website, and I don’t have them”. Apparently there is a governmental outfit called the Nigerian Security and Civil Defence Corps (NSCDC), it sounds like a uniformed service; I am not sure that it knows what it does, not that you could tell from its website () but more on that later. Well, so one Mr. Obafaiye Shem, Lagos State “Commandant” of the NCSDC decided to grant an interview to Channels TV, my favorite Nigerian TV station, one that gives me hope that things might change for the better in Nigeria (witness here, the stellar work they did in shocking the world with gory visual of a dilapidated Ikeja Police College). Well, it is now part of Nigerian folklore, the interview did not go well; actually it was an epic disaster. This video clip shows Shem trying to bluster his way through a seemingly simple question: “What is your website?” Every Nigerian on earth seems to have watched the clip so I won’t ask you to watch it. It was an awful interview and Shem blew it big time. A trained professional knows to simply say “Great question, I don’t have the answer to your question but I will be happy to provide the response later.” No, not this Nigerian civil servant, he hems and haws, claims that only his “Oga at the top” can authorize release of this super-secret website address and after relentless badgering by smirking, skeptical TV hosts, he blurts out a lie on national television: ! And he ends with a flourish, ‘Dasall!” Yep, that’s all! That’s all! And the rest is history; the ignorance of Shem the “Commandant” remains viral on social media, Oga at the Top! T-shirts are selling like hot cakes and several musical pieces have been birthed by creative Nigerian youths. This is a hilarious time for the Nigerian community online and on the ground. I don’t see anything particularly bad about it, especially if one considers the social realities of Nigeria. Agreed, he did not handle the interview well, but I still believe that those making the noise about the interview are not being fair to him. How many of our National Assembly members know the country’s national anthem, let alone its official website? Ijeoma Bristol, the current Ambassador of Nigeria to Portugal, could not sing the national anthem during her ambassadorial screening. When asked to explain the Geneva and Vienna Conventions, she said she was “confused”. And yet, she was confirmed by the senate! Because knowledge of the internet is advancing quickly, it seems as if everybody in the world is up-to-date with its latest advancements. But this is untrue: in Nigeria, the level of internet penetration usage as of was just %. Mr Shem did not grow up in the internet age. Who knows? – he might not know anything about Google, let alone any type of social media. His address book and diary may be what he uses to sort out his daily schedule, as opposed to a BlackBerry. I'm sure that if he was asked for the physical address of his office, he would most likely know it. Why? He grew up learning physical addresses – not web addresses.
